Inclusion in the evidence ecosystem (INVEST): understanding how research evidence is used in disability inclusive policymaking in Kenya

Summary

Often, research evidence must compete with other factors in the decision-making process. This multi-disciplinary study will leverage existing research partnerships to apply a disability-inclusion lens and interrogate the use of research evidence in a recent significant policymaking process. Our goal is to understand the extent to which current theories of evidence use in policymaking accurately represent that process.

Using a case study approach, we will conduct documentary analysis and gather first-hand narratives to trace the use of research evidence throughout the development of Kenya’s Persons with Disabilities Bill 2023. Since appropriate disability inclusion is often lacking in public policy processes, this study aims to illuminate the factors and context that drive use of research evidence in this domain.
